How do we know the rate of decay in substances used in radiometric dating?
We know the rate of decay in many substances but how do we know its initial radioactivity? If we know this, and such materials exist in some form of remains, when does the decay "clock" start to count down? When the atoms are formed? I'm ignorant about this and would genuinely like to learn.

We don't need to know it's initial radioactivity. We just need to know the *ratio* of the various isotopes that would be present due to the process that forms the rock.
For example, Potassium-40 decays to Argon-40 with a half-life of 1.25 billion years. That is irrelevant to the amount of Potassium or Argon still present.
So when a rock forms in a volcano, Potassium solidifies as it cools, but Argon escapes as a gas. So in brand new rocks, there is some Potassium, but no Argon (as can be confirmed by measuring rocks to be recently created by currently active volcanos).
But as the Potassium-40 atoms decay to Argon-40 in an already solid rock, the Argon is trapped in the rock. But it can be measured if we crumble the rock.
So if we find a rock that contains equal amounts of Potassium and Argon ... then we know that half of the Potassium has decayed to Argon ... so the rock is 1.25 billion years old.

Whenever the atoms are fixed in a rock (the rock forms from cooling in a volcano).
